Position Overview:
The Satellite Ground Systems Lead will report operationally to the SOMSS Program Manager and will provide oversight and guidance to the Satellite Ground Systems team. The Satellite Ground Systems Lead is responsible to provide support for ground system components (e.g., SGLS & EHF antennas, uplink/downlink RF components, receivers, high-power amplifiers, antenna control units, crypto-logic devices, front-end processing devices (RT-Logic), multiplexers (Juniper Circuit-to-Packet (CTP)), EHF switching, communications/circuit equipment, GPS receiver/antenna, timing distribution); standalone systems supporting communications equipment; test equipment and calibration; and special purpose equipment.
Supports all communication circuits and equipment bearing connectivity into 10th Space Operations Squadron (10 SOPS) networks (e.g., CSU/DSU, repeater cards, media transceivers, copper, and fiber optic cabling), to include DISA services (data, voice, and video circuits, mobile satellite phones).
Work with Information Technology (IT) support staff and Government engineers where integration efforts require teaming of personnel to accomplish tech refresh, spares, installations, repairs, upgrades, troubleshooting, and diagnostics. Manages and controls real property, records, and drawings, and is responsible for planning and scheduling maintenance.
Primary Responsibilities:
- Instruct and aid employees, plan and assign work, maintain a smooth workflow, evaluate equipment, correct deficiencies, ensure safe work center practices
- Perform troubleshooting, corrective action, repair, and maintenance as per guidance provided by Program-of-Record (POR) support activities, vendors, and Designated Government Representative (DGR)
- Perform ground system anomaly response to troubleshoot, diagnose and correct ground system components
- Monitor and coordinate corrective actions on leased lines (LL); generate all necessary requests for LL support and service
- Initiate, diagnose, analyze, and implement (with DGR coordination & approval) corrective actions, improvements, upgrades, and enhancements to ground systems in accordance with the 10 SOPS Configuration Management Plan
- Perform as a technical representative of ground system operations and participate in meetings related to the troubleshooting, correction, enhancement, maintenance, and sustainment of ground system components as required by the 10 SOPS DGR
- Develop and submit project concepts for government approval, providing a rough order of magnitude (ROM) of the estimated funding and man-hours
- Develop project proposals after the initial project concept has been submitted and approved by the government
- Ensure cost proposal for material and services required for maintenance, upgrades, enhancements, and corrective action are submitted to N6 DGR for approval and procurement
- Provide oversight during installation and integration of hardware and software provided by other vendors in support of the overall project objectives
- Ensure DISA authorized service interruption (ASI) messages on SIPRNet for outages affecting 10 SOPS communication circuits are reported through N3 Operations and annotated on the Ops Report
- Develop and submit to N6 DGR an annual Preventative Maintenance (PM) plan and a schedule for any required downtimes required to conduct PM to minimize any impact to operations
- Provide initial and annual 3M Training to include but may not be limited to Fall Protection, Aloft Safety, and Electrical Safety. Maintain training and certification records for all Maintenance and Material Management (3M) assigned personnel
- Work with 10 SOPS 3M Coordinator (3MC) to ensure maintenance procedures and reporting are in accordance with 3M requirements
- Develop and execute acceptance tests for new, repaired, and replaced equipment, including identifying and resolving any problems to ensure accepted products meet intended operational requirements and requirement specifications
- Ensure proper execution of procedures is conducted for a Continuity of Operations (COOP), and contingency, emergency action, or incident response plans
- Provide inventory support on a quarterly and monthly basis for ground system equipment as part of the Defense Property Accountability System (DPAS)
Required Skills/Qualifications:
- Excellent communication skills both written and verbally
- Certify in the 3M 301 Maintenance Person and 3M 303 Work Center Supervisor Performance Qualification Standards (PQS)
- Certify in the Communication Security (COMSEC) Local Element (LE) Performance Qualification Standards (PQS)
Preferred Skills/Qualifications:
- Experience with electromechanical and hydraulic antenna systems
- Ability to rig and position large antenna components, assemblies, and supporting structures using a crane
- Experience using a forklift, man-lift, or other mechanical material handling equipment
- Desired experience in data communications and familiarity with bit error rate (BER) test equipment
Education/Experience:
- Bachelor of Science Degree in engineering, facility management or technical discipline or equivalent experience. Equivalent experience is defined as 5 years of demonstrated successful performance in Satellite Ground Systems within the technical disciplines outlined above.
- 5 years’ experience with troubleshooting RF transmitters/receivers, telemetry synchronizers, timing generators, antenna control systems and front-end telemetry/command processing equipment
- 3 years’ experience utilizing oscilloscopes, spectrum analyzers, and power meter equipment
- Experience with 3M program or similar preventive maintenance tracking programs
Work Environment:
- Must be able to lift or move items weighing up to 50 pounds
- Must be able to climb ladders
- The job is normally performed indoors in an industrial setting, with computer rooms and large antennas, this will require the Lead to work in various parts of the facility, as well as outdoors
Travel: Occasional travel to support 10 SOPS mission requirements
Location: Point Mugu, CA
Clearance Requirement: Secret (Active) / Top Secret (Desired)
