RIVA is seeking a highly skilled and mission-focused IT Program Manager to lead operational support efforts under the Department of Commerce. The ideal candidate will have a proven record of successfully managing complex IT programs within classified environments, maintaining high standards of technical, operational, and customer service excellence.
Key Responsibilities include:
Serve as the primary point of contact between contractor staff and Government stakeholders, including Program Managers and CORs.
Develop, implement, and maintain the Program Management Plan (PMP) and Integrated Master Schedule (IMS).
Provide management oversight and strategic leadership for all aspects of NS3 projects.
Supervise contractor personnel, oversee subcontractor performance, and coordinate operational activities.
Prepare, deliver, and maintain a comprehensive Staffing Plan, including key personnel assignments and organizational structure.
Lead the emergency call roster development and updates.
Analyze project issues and develop innovative solutions involving finance, scheduling, technology, and methodology.
Ensure high-quality delivery of services through quality assurance processes and continuous improvement initiatives.
Manage program risk by flagging issues early, implementing mitigation strategies, and escalating critical concerns.
Oversee IT infrastructure operations including classified network, server, and helpdesk services.
Represent NS3 operational IT requirements and serve as liaison between classified and unclassified environments.
Deliver monthly, weekly, and ad hoc program status reports and executive summaries.
Support initiatives to evolve NS3's service delivery and alignment to CMMI Level 5 maturity.
Requirements:
Bachelor's Degree in Computer Science, Information Systems, Engineering, Business or another scientific or technical discipline and 4 years of being in a supervisory role OR 10+ years of related experience, 4 years of which must be in a supervisory role.
Experience managing IT services in classified environments.
Expertise in risk management, resource planning, scheduling, and financial oversight.
Familiarity with ITIL processes, cybersecurity frameworks (RMF, CNSS policies), and cloud transition strategies.
Strong communication, leadership, and stakeholder management skills.
Proficient with project management tools and methodologies.
Must have an active Top Secret / SCI clearance.
Preferred Skills and Experience:
PMP Certification highly preferred.
Experience supporting Department of Commerce (DOC) or similar federal agencies.
Knowledge of Cisco, Palo Alto, Microsoft Exchange, VMware, Windows Server technologies.
Familiarity with CMMI best practices and continuous improvement models.
Industry certifications such as Security+, CISSP, or equivalent are preferred but not required.
Salary: Max up to $160,000 a year, depending on experience.
